Abstract
Abstracts This study aims to analyze the mechanism for selecting the Village Consultative Body (BPD) in supporting democratic governance at the village level in Teluk Kembang Jambu Village, Tebo Ulu District, Tebo Regency. The research employs a socio-legal (juridical-empirical) approach with a descriptive-analytical method. Data were collected through interviews and document studies, and analyzed qualitatively by comparing normative regulations with empirical practices. The findings indicate that, normatively, the BPD selection mechanism refers to Law Number 6 of 2014 on Villages and Tebo Regency Regulation Number 15 of 2012, which emphasizes deliberation as a characteristic of village democracy. However, empirically, its implementation has not been optimal, particularly in terms of representation, participation, and accountability. Furthermore, regulatory disharmony has the potential to create legal uncertainty. Therefore, strengthening regulations, improving institutional capacity, and enhancing community participation are necessary to establish a more democratic and effective BPD selection mechanism.
