Abstract
This study aims to analyze the role of the Rio (village head with customary authority) in preserving customary law in Dusun Tuo Sepunggur, Bathin II Babeko District, Bungo Regency. This research is motivated by the declining understanding and compliance of the community, particularly the younger generation, toward customary values due to the influence of modernization and globalization. This study employs a qualitative method with a socio-legal approach, utilizing interviews, observations, and documentation techniques. The findings reveal that the Rio plays a strategic role as a customary leader in maintaining the existence of customary law through three main functions: (1) establishing and updating customary regulations through participatory deliberation mechanisms; (2) conducting guidance and socialization of customary values to the community; and (3) enforcing customary law by imposing sanctions on violations. However, these roles face several challenges, including low public awareness, socio-cultural transformation, and the suboptimal performance of customary institutions. This study concludes that strengthening the role of the Rio as a local leader rooted in customary values is crucial for sustaining local wisdom and reinforcing the cultural identity of rural communities. Therefore, synergy among village government, customary institutions, and the community is necessary to ensure sustainable preservation of customary traditions.
