Abstract
his study aims to analyze the oversight function of the Regional House of Representatives (DPRD) of Bungo Regency in the implementation of the Regional Health Insurance Program (JAMKESDA). JAMKESDA is a regional policy instrument designed to ensure access to health services for poor and underprivileged communities. However, its implementation still faces various challenges that affect program effectiveness and accountability. This research employs a qualitative approach with a descriptive method. Data were collected through in-depth interviews, observation, and documentation involving DPRD members, local government officials, and beneficiary communities. The findings indicate that the DPRD’s oversight function has been carried out through working meetings, field visits, and discussions of program implementation reports, but it has not been fully effective. Limited coordination, low responsiveness to field findings, and the absence of clear oversight performance indicators are the main factors constraining effective oversight. This study highlights the need to strengthen the DPRD’s oversight role to improve governance quality and sustainability of the JAMKESDA program in Bungo Regency.
